The approval to construct new facilities and/or remodel existing facilities is the responsibility of the campus chancellor. Depending upon the size of the project, additional approvals may have to be obtained from the central administration, the Board of Trustees, the Commission for Higher Education, the Governor, and/or the General Assembly.

Campus Alteration Guidelines

Space alterations are defined as the construction, installation, relocation, removal, or modification of walls, partitions, doors, or windows. All alterations must comply with statewide and local building codes, IU building standards, fire and safety regulations, and ADA requirements.

Persons and/or operational units wishing to recommend a construction project or change in the existing facilities should submit a written proposal to the executive director of facility operations.

The requestor must submit a proposal to the executive director of facility operations that include the following:

  • Description of alteration, with responses to the following questions:
    • Will the alteration negatively affect the ergonomic environment?
    • Will the alteration negatively affect employee or student health, safety, or security?
    • If the answer to either of the two previous questions is “yes,” do not proceed without developing a plan to maintain or improve ergonomics, health, safety, and/or security.
    • Will there be any demolition? (If yes, please describe)
    • Will the alteration involve electrical work? (If yes, please describe)
    • Will the alteration involve any plumbing work? (If yes, please describe)
    • Will the alteration involve network wiring? (If yes, please describe)
    • Will the alteration change HVAC functionality? (If yes, please describe)
    • Will the alteration change room number assignments?
    • Does the alteration meet a long-term need?
    • What are the alternatives to the proposed alteration?
  • Diagram of alteration
  • Cost of the alteration (consult the physical plant)
  • Funding sources
  • Documented approval from the requestor’s vice chancellor

The executive director of facility operations will submit a report to the vice chancellor for Administrative Affairs that includes the above-referenced proposal, a floor plan diagram from IU’s online space management program, and a recommendation to approve or deny the request. The report will address the following questions:

  • Will the alteration negatively affect the ergonomic environment?
  • Will the alteration negatively affect employee or student health, safety, or security?
    • Consult with University police.
  • Will there be any demolition?
    • If yes, please describe.
  • Will the alteration involve electrical work?
    • If yes, please describe.
  • Will the alteration involve any plumbing work?
    • If yes, please describe.
  • Will the alteration involve network wiring?
    • If yes, who will do the work?
  • Will the alteration change HVAC functionality?
    • If yes, please describe.
  • Will the alteration change room number assignments?
  • Does the alteration meet a long-term need?
  • What are the alternatives to the proposed alteration?
  • Is the estimated cost of the alteration accurate?

If the alteration is approved by the vice chancellor for Administrative Affairs (“VCAA”), facility operations will assemble and send a packet that includes all of the above information and project plans to the University Architect’s Office, (via email pdf) for review, feedback, and approval, with a copy to the VCAA.

The University Architect’s Office will conduct its review and provide feedback, guidance, and/or approval within three weeks. Additional time will be required for projects that are more complicated or extensive. For projects that require UAO involvement, the campus must submit a Request for Service (RFS).

Upon completion of the project, the IU Southeast facility operations will provide appropriate documentation to the Bureau of Facilities and Programming Utilization.
