If you live in certain Midwest states and are admitted as a non-resident student, you could be eligible for reduced tuition through Indiana Partner.
Indiana Partner
Indiana Partner offer a reduced tuition rate for IU Southeast students enrolling from select states and meeting additional criteria, such as specific program enrollment. Students in Indiana Partner tuition states save an average of 57% percent.
Participating Midwest Student Exchange Program (MSEP) states:
Kansas, Minnesota, Missouri, Nebraska, North Dakota, Ohio, and Wisconsin
Other Indiana Partner states:
Illinois, Kentucky* (beginning Fall 2025), Michigan
* Students who reside in Bullitt, Henry, Jefferson, Meade, Oldham, Shelby, Trimble, and Spencer counties in Kentucky should visit our Kentucky Residents page.
To be eligible for Indiana Partner tuition, you must reside in one of the participating states and be admitted to IU Southeast as a degree-seeking undergraduate or graduate student. Students must be enrolled in an on-campus degree seeking program to be eligible. (Online programs are not eligible.)
Note: Some nonresident students may qualify for resident tuition according to Indiana state law. Those students are not eligible for the Indiana Partner Program. Deferred Action for Childhood Arrivals (DACA) or undocumented students that are classified as nonresidents are not eligible for the Indiana Partner rate.
Are both full- and part-time students at IU Southeast eligible to participate in Indiana Partner?
Participation in the Indiana Partner is available to both full-time and part-time students.
Are graduate students eligible to participate in Indiana Partner?
All on-campus graduate degree programs participate in Indiana Partner. A list of these graduate degree programs can be found on the Graduate Programs landing webpage.
Is Indiana Partner available to international applicants?
If a student currently resides in one of the Indiana Partner states and has one of the following immigration statuses, they may qualify for the Indiana Partner rate at IU Southeast. Valid immigration statuses include: A-1, A-2, A-3, E-1, E-2, E-3, G-1, G-2, G-3, G-4, H-1B, H-4, I, L-1, L-2, O-1, O-3, V-1, V-2, V-3, or pending I-485 beneficiary.
Is Indiana Partner available to IU Southeast student-athletes?
Yes. To be eligible for the award at IU Southeast, a student must be a legal resident of one of the Indiana Partner states.
Are transfer, second degree, intercampus transfers, returning, and other non-freshman students eligible for Indiana Partner?
Yes. Generally, all undergraduate degree-seeking students who meet the eligibility requirements named above can qualify for Indiana Partner.
What is the IU Southeast application process?
Visit the Apply page for details on the application process. Graduate admissions are decentralized on the IU Southeast campus. Please visit the applicable Graduate Programs website for details and deadlines.
Are application fee waivers part of Indiana Partner?
There is no fee to apply for undergraduate admission. Any applicable application, testing, or other fees are not included in Indiana Partner.

Important note: while Indiana Partner reduces IU Southeast tuition costs compared to non-resident tuition, student service fees and other program fees are not reduced by the award. For more on these fees, see the IU Southeast fee estimator.
Can I receive financial aid and still qualify for Indiana Partner?
Yes. However, any financial aid received cannot exceed the total cost of attendance. Indiana Partner participants are responsible for all other fees assessed upon enrollment.
Can I receive a scholarship from IU Southeast and still qualify for Indiana Partner?
Yes. An Indiana Partner student may still be granted an admission or other merit-based scholarship. Select scholarships may be reduced if the total of all financial aid will exceed the cost of attendance.

Can I receive a fellowship from IU Southeast and still qualify for the Indiana Partner?
Yes. A graduate student who qualifies for Indiana Partner can still be granted a school-specific award in the form of a fellowship, graduate assistantship, teaching assistantship, or research assistantship.
Can I take online courses as part of my on-campus degree program?
Yes. Indiana Partner students enrolled in an IU Southeast on-campus degree program can take online courses to fulfill requirements outlined in their degree pathway.
Are there requirements to retain Indiana Partner eligibility?
Yes. Students will continue to receive the Indiana Partner rate as long as they enroll continuously, that means at least one class every fall and spring semester, until they graduate. Summer is optional for continuous enrollment. Once deemed eligible, eligibility is sustained through continuous enrollment to graduation, even if participation in Indiana Partner program is discontinued at the university or the student's campus of enrollment.
If I enroll in a course at another IU campus during the summer, will Indiana Partner tuition be charged at another campus?
No, eligibility is limited to the campus at which the student is degree-seeking.
I was not classified as Indiana Partner, but believe I qualify. Who can I contact?
Students who have not received approval of their Indiana Partners eligibility, but feel they meet the eligibility criteria, can complete the IU Application for Residency. Where in title of form it states “Residency” strike out and put Indiana Partner.
